Overview

OpenLaws API is a legal data infrastructure service providing structured, commercially licensable U.S. statutory and regulatory text for use in LegalTech, RegTech, and AI applications. The platform monitors more than 4.3 million sections of law across all 53 U.S. jurisdictions under a unified data model, with federal data updated weekly and state-level data updated on a rolling basis.

Key Features & Functions:

Citation-Addressable Data Structure
Every statutory and regulatory provision is uniquely identifiable by its legal citation, enabling keyword search across statutes, regulations, and constitutions simultaneously, as well as citation lookup by citation string or friendly law name. A citable web view supports deep linking and LLM output citation.

API & Bulk Data Delivery
Legal text is accessible via a REST API for real-time querying and as bulk JSONL downloads for AI/ML training or offline analysis. The API supports BM25 keyword search and hybrid search across statutes, regulations, and case law, with filtering by jurisdiction, court, and federal circuit.

Structured Legal Text for AI & NLP Workflows
The platform provides structured legal text intended for use in generative AI applications, retrieval-augmented generation (RAG) pipelines, and natural language processing (NLP) workflows. Historical versions and redline differences are queryable for federal laws.

Regulatory Monitoring (OpenRegs)
OpenRegs (a companion product in beta) provides curated citation collections organized by subject matter and enabling compliance professionals to track relevant statutory and regulatory changes across jurisdictions with customized notifications.

Citation Validation
The API supports identification and validation of malformed legal citations found in documents, spreadsheets, and databases, linking citations to original government source URLs.

Access-to-Justice Provision
As a Public Benefit Corporation, OpenLaws provides free access to its data for legal aid organizations, academic researchers, and access-to-justice initiatives.
